ROAD Act · per-closing buyer status · from January 7, 2027
The flood cert for the ROAD Act: is this buyer a large institutional investor?
From January 7, 2027, an entity with investment control of 350 or more single-family homes may only buy a single-family home under a statutory exception, and a violation can cost the greater of $1 million or three times the price. Every closing with an entity buyer now carries that question. The ROAD Act Buyer Certificate answers it from the Tensorust Control Graph: the buyer's control group, its home count, the evidence for each link, and a stored, verifiable certificate id for the closing file.
